Andy is a Chartered Civil Engineer with 25 years’ experience in highways management, transport asset management, construction and maintenance with consultants, contractors and local authorities.
Andy was appointed Associate Director Transportation with Atkins in 2015 supporting Asset Management, Contract Management and Collaborative Working projects. Key projects have included writing and supporting implementation of the Code of Practice Well Managed Highway Infrastructure, supporting local highway authorities develop their asset management frameworks, supporting Highways England transform their highway maintenance business to an Asset Delivery model, drafting the procurement strategy for the Severn River Crossings, and as client adviser and technical support for a highways PFI contract.
Previously Andy spent 20 years leading local highway departments, most recently as Director of Highways at Nottinghamshire, including transformation of the service to a Council-owned company, business development in procurement, contract management, collaboration and business process optimisation whilst delivering £70M/annum customer focussed local highway service.
Andy has been actively involved in delivering the Highways Maintenance Efficiency Programme from the beginning and continues to be a HMEP advocate and to represent local transport authorities and ADEPT at various resilience.
Andy is a CIHT Council member 2016/19, member of the CIHT Asset Management and Procurement panels and supports the CIHT East Midlands Committee and was chair CIHT (East) Midlands 2013/2015.
Andy is also currently a member of the ICE Transport Expert Panel and was chair ICE East Midlands 2014/15.
