Lance Marshall
Lance is a Highways Engineer at the Office of Rail and Road. He is a Chartered Civil and Structural Engineer with over 30 years’ experience in the Highways sector. He currently works in the Engineering Team monitoring National Highways’ asset management performance – holding National Highways to account for delivery on enhancements, renewals and maintenance performance. Lance has experience in engineering design and project management.
He has worked in the private and public sector. As a consultant engineer, he ran structures design teams, responsible for inspection, assessment and strengthening of highways structures. At National Highways (then Highways England) he worked extensively in Operations as a project manager. Lance is a strong advocate of the use of Lean techniques to drive continuous improvement, with particular emphasis on the use of data to drive intelligence-led decision making.

Harnessing Asset Management Data Dashboards to Enhance Transparency
- A demonstration of ORR’s approach to transparent communication of National Highways Asset Management performance as part of our Annual Assessment of National Highways.
- We will discuss the changes to our approach, and what the benefits of those changes are.
- We will also demonstrate the use of our publicly available data dashboards, which include National Highways Enhancement scheme delivery performance, its maintenance defect rectification performance, and renewals delivery performance.
